A high State Department official said that 1.2 million might have been killed under the communist in Cambodia. Mr. Richard Hodbrooke, Assistant Secretary of State of East Asian Affairs said that based on all the available evidence, we had concluded that Cambodian authorities had systematically violated the most basic human rights.
