A Khieu Samphan's letter dated on October 5, 1977 was sent to Duch, chief of office S-21 on the implementation of the economy, the highest responsibility of using equipment such as papers and cassettes, and the careful control toward the enemy confessions. An other document was the office S-21's circular mentioning about the discipline of guarding enemies in which it comprised 14 points.
លិខិតរបស់ ខៀវ ចុះកាលបរិចេ្ឆទថ្ងៃទី៥-១០-១៩៧៧ សរសេរផ្ញើរទៅ ឌុច ប្រធានមន្ទីរ ស-២១ ស្ដីពីការសន្សំសំចៃ និងការទទួលខុសត្រូវខ្ពស់ចំពោះការប្រើប្រាស់សមភារៈដូចជាក្រដាស និងខ្សែអាត់ និងពិនិត្យអោយបានហ្មត់ចត់ចំពោះចម្លើយខ្មាំង។ ឯកសារមួយទៀតជាសរាចររបស់មន្ទីរស-២១ ស្ដីពីវិន័យក្នុង ការការពារខ្មាំង ដែលក្នុងនោះមានទាំងអស់ ១៤ ចំនុច។
