Piseth Khoy was born in 1949 in Battambang province. In Pol Pot regime, he was jailed in july 1977 in fourth zone, Battambang province.
កុយ ពិសិដ្ឋ កើតនៅឆ្នាំ១៩៤៩ នៅបាត់ដំបង។ នៅក្នុងរបប ប៉ុល ពត គាត់ត្រូវបានឃុំឃាំង(គុក) នៅខែកក្កដា ឆ្នាំ១៩៧៧ នៅតំបន់៤ ខេត្ដបាត់ដំបង។
