The memorandum was that Indochina was back on the front burner of American foreign policy, and no one was happy about it. This time it was Cambodia, not Vietnam, that was the center of concern.
កំណត់ត្រាហេតុការណ៍គឺសសេរថាឥណ្ឌូចិនបានត្រឡប់មកវិញលើកនេះមកដុត មុខម៉ាត់របស់គោលនយោបាយការបរទេសអាមេរិក ហើយគ្មានការ នរណាម្នាក់បានសប្បាយចិត្ដទេ។ លើកនេះគឺកម្ពុជាមិនមែនជាប្រទេស វៀតណាមជាចំណុចធ្វើឱ្យមានកង្វល់។
