ការវាយតម្លៃបានបដិសេធទៅលើចំនួនប្រជាជនកម្ពុជាក្នុងចន្លោះ ឆ្នាំ១៩៧០ និងឆ្នាំ១៩៧៩ ដែលមិនធ្លាប់មានពីមុនមកនៅក្នុង ប្រជាជាតិ តាំងពីសង្គ្រាម លោកលើកទី២ ។ ជាងមួយទសវត្សនៃ សង្គ្រាម បដិវត្ដសង្គមនិងការឈ្លាន ពានចូលមកក្នុងប្រទេសដែល ធ្វើឱ្យមាន ភាពវឹកវរ។
