This study singles out the modern state as being the principal perpetrator of genocide and communal group and classes as being its primary victims. Since people are concerned about the cause of genocide, the question is asked under what conditions does the state try to destroy a commural group or class, especiallly one in its own society?
ការសិក្សានេះបានបញ្ជាក់ពីរដ្ឋសម័យថ្មីជាអ្នកបង្កហេតុចម្បងនៃអំពើ ប្រល័យពូជសាសន៍ហើយនិងក្រុមសហគមន៍និងថ្នាក់វណ្ណៈជាជនរងគ្រោះ ដំបូង។ ដោយសារតែមនុស្សមានការព្រួយបារម្ភចំពោះហេតុ នៃអំពើ ប្រល័យពូជ សាសន៍សំណួរត្រូវបានសួរថា តើនៅក្រោម លក្ខខណ្ឌអ្វីដែល រដ្ឋអាច ព្យាយាបំផ្លាញក្រុមសហគមន៍ឬ ថ្នាក់វណ្ណៈ ជាពិសេសក្នុងសង្គម ខ្លួនផ្ទាល់?
