Vietnam's occupation of Cambodia had been under constant criticism by many other nations in the region and at the UN. The occupation of Cambodia had been costing Vietnam the equivalent of one billion dollar a year, most which was provided by the Soviet Union.
ការឈ្លានពានរបស់វៀតណាមមកលើកម្ពុជា ត្រូវស្ថិតនៅក្រោមការ តិះទៀន ឥតឈប់ឈរពីសំណាក់បណ្ដាលប្រទេសជាច្រើននៅក្នុងតំបន់ និងបណ្ដាលប្រទេសទៅឯអង្គការសហប្រជាជាតិ។ ការឈ្លានពាន មកលើ ប្រទេសកម្ពុជា វៀតណាមត្រូវចំណាយទឹកប្រាក់ជិតមួយលាន ដុល្លារ អាមេរិក ក្នុងមួយឆ្នាំ ដែលភាគច្រើននៃប្រាក់ចំណាយនោះគឺត្រូវផ្ដល់ ដោយសហភាពសូវៀត។
