Amnesty International expressed its concern to both PRK and Vietnamese officials about severe human rights violations committed in Kampuchea. Although the PRK promolgated legislation in March 1986 which prohibited torture, the practice allegedly continued.
ការលើកលែងទោសជាអន្ដរជាតិបង្ហាញពីការយល់ឃើញរបស់ខ្លួនទៅលើភាគី ទាំងសងខាងគឺសាធារណរដ្ឋប្រជានិមិតកម្ពុជា និងអ្នកផ្លូវការវៀតណាមអំពី ការបំពានសិទិ្ធមនុស្សយ៉ាង តឹងរ៉ឹងដែល កើតនៅកម្ពុជា។ ទោះបីយ៉ាងណា សាធារណរដ្ឋ ប្រជាមានិត កម្ពុជាក៏ បានប្រកាសឱ្យប្រើនូវនីតិកម្មនៅ មិនា ឆ្នាំ១៩៨៦ ដែលហាមឃាត់មិនឱ្យ ធ្វើទារុណកម្ម ដោយពោលគឺការអនុវត្ដនៅតែបន្ដ។
