ការដាក់កំហិតទៅលើសហរដ្ឋអាមេរិកនិងជំនួយរបស់អង្គការសហប្រជាជាតិ ដែលបានផ្ដល់ដល់កម្ពុជាបានបង្កើតជាផលវិបាកដល់ប្រទេសក្នុងការផ្លាស់ ប្ដូរឱ្យលើសពីកម្រិតនៃការចិញ្ចឹមជីវិតថែមទៀតផង។ នៅពេលដែល ដំណាំដែលសំខាន់បំផុតត្រូវបានបំផ្លិចបំផ្លាញដោយទឹកជំនន់ និង គ្រោះរាំង ស្ងួតផងដែរនោះ ប្រទេសកម្ពុជាត្រូវបានប្រឈមមុខទៅនឹងកង្វះខាតខាង ស្បៀងអាហារយ៉ាងធ្ងន់ធ្ងរ។
