McGovern charged there was a clear case of genocide taking place in Cambodia and an international military forces should be formed to topple the communist regime. He cited estimates that there were 25 million people who had died.
អ៊ឹមស៊ីហ្គូវ៉េន ដែលទទួលបន្ទុកដោះស្រាយលើករណីអំពើប្រល័យពូជសាសន៍ កើតមាននៅកម្ពុជា និង ការបង្ខំដាក់កំលាំងយោធាអន្ដរជាតិដែលត្រូវបានបង្កើតដើម្បីផ្ដួលរំលំបបកុម្មនិស្ដ។ ហ្គូរ៉េនបានប៉ាន់ប្រមាណថាប្រជាជនប្រហែល២៥លាននាក់ត្រូលបានស្លាប់។
