The paper began with a brief discussion of the conditions under which genocide and other instances of mass killing occurred. The core of the paper was an examination of the circumstances and structural conditions which had allowed these crimes aganist humanity to go relatively unnoticed and unchallenged.
អតបទខ្លីដែលពិភាក្សាលើលក្ខអក្សលើលក្ខក្រោមអំពើប្រល័យពូជសាសន៍ និង ឧទាហរណ៍ផេ្សងទៀត ពីការសម្លាប់រង្គាល។ ខ្លឹមសារសំខាន់នៃអត្ថបទគឺការពិនិត្យលើកាលៈទេសៈ និង ក្របខណ្ឌរចនាសម្ព័ន្ធដែលបានអនុញ្ញាតឱ្យឧក្រិដ្ឋកម្មទាំងនេះប្រឆាំងនឹងមនុស្សជាតិទៅនឹងទំនាក់ទំនងដោយមិនអាចកត់សម្គាល់បាន។
