The horrors of Pol Pot's murderous regime and the 1978 Vietnamese invasion of Cambodia caused a tremendous flow of people out of Cambodia and into neighboring Thailand. The US, in response to the crisis, established a refugee program for Thailand operating as part of the Embass's country team.
អំពើភារវកម្មនៃរបបកាប់សម្លាប់ ប៉ុល ពត និង ឆ្នាំ១៩៧៨ ដែលវៀត ណាមធ្វើការគ្រប់គ្រងមកលើប្រទេសកម្ពុជាបានបង្កឱ្យប្រជាជនជាច្រើនរូប ត្រូវភៀសខ្លួនចេញពីប្រទេសកម្ពុជាទៅរស់នៅក្នុងប្រទេសជិតខាងដូចជា ប្រទេសថៃជាដើម។ សហរដ្ឋអាមេរិកបានធ្វើការឆ្លើយតបទៅនឹងវិបតិ្ដនេះ ដោយបង្កើតនូវកម្មវិធីជនភៀសខ្លួនមួយសម្រាប់ឱ្យប្រទេសថៃជាអ្នកដំណើរ ការនូវកម្មវិធីព្រមទាំងចាត់ទុកដូចជាផ្នែកមួយនៃក្រុមការទូតប្រចាំប្រទេស។
