Amnesty International had long been concerned about reports of torture and severe ill-treatment of political prisoners, including prisoners of conscience, in the People's Republic of Kampuchea. These prisoners had been held without charge or trial.
អង្គការលើកលែងទោសអន្ដរជាតិបានបង្ហាញជាយូរយារណាស់មកហើយ អំពីឯកសារនៃការធ្វើទារុណកម្មនិងធ្វើការបាបយ៉ាងធ្ងន់ធ្ងរទៅលើអ្នកទោស នយោបាយជាច្រើននាក់ រួមមានអ្នកទោសដែលមានមនសិការនៅក្នុង សាធារណរដ្ឋប្រជាមានិតកម្ពុជា។ អ្នកទាំងអស់នោះគឺត្រូវបានឃុំឃាំង ដោយគ្មានការចោទប្រកាន់ថាមានទោសរឺគ្មានការកាត់ទោសអ្វីទាំងអស់។
