Vietnam has fiercely blamed some ASEAN nations, especially Thailand, for their efforts in saving Kampuchea problem. Vietnam refused an unconditional of its forces from Kampuchea. It apposed the coalition government headed by Prince Sihanouk and wanted to legalize Heng Somrin's regime.
វៀតណាមមានការរិះគន់ទៅប្រទេសក្នុងសមាគមន៍ អាស៊ានយ៉ាងចាស់ដៃ ពិសេសជាងគេគឺប្រទេសថៃដែលខិតខំព្យាយាមក្នុងការសន្សំបព្ហាដល់កម្ពុជា។ វៀតណាមបានដកកម្លាំងទ័ពដោយគ្មានលក្ខខ័ណ្ឌពីកម្ពុជា។ វៀតណាមបានបិទនូវរដ្ឋាភិបាលចម្រុះដែលដឹកនាំដោយព្រះបាទនរោត្ដមសីហនុ និង ចង់ឱ្យមានការបព្ជាក់តាមច្បាប់នូវរបប ហេង សំរិន។
