Vietnam, through the Heng Samrin regime and its own occupation forces, controlled most of Cambodia by forces of arms. Vietnam attempted to develop Cambodian political and economic institutions following the Vietnamese model.
វៀតណាមបានឆ្លងចូលមកប្រទេសកម្ពុជាតាមរយៈរបប ហេង សំរិន និង កាន់កាប់កងកម្លាំងដោយខ្លួនឯងព្រមទាំងមានបំណងចង់ធ្វើការគ្រប់គ្រងទៅ លើកងប្រដាប់អាវុធទាំងមូ។ វៀតណាមព្យាយាមចង់អភិវឌ្ឍន៍គោល នយោបាយកម្ពុជានិងស្ថាប័នសេដ្ឋកិច្ចធំៗនៅកម្ពុជាដោយយកគំរូតាម ប្រទេសវៀតណាម។
