The declaration of the office 870 committee had appealed to the Kampuchea Communist Party, all of Cambodian people and Cambodian revolutionary combatants, cadres, and all members of the Ministries and the offices to rise against Vietnamese invaders who were aggressive the Cambodia territory.
សេចក្ដីអំពាវនាវរបស់គណៈមន្ទីរ ៨៧០ បានសុំអោយបក្សកុម្មុយនីស្ដ កម្ពុជា ប្រជាជនកម្ពុជាទាំងមូល កងទ័ពបដិវត្ដន៍កម្ពុជាទាំងមូលយុទ្ធជន យុទ្ធនារី កម្មាភិបាល គ្រប់ក្រសួងមន្ទីរទាំងអស់ អោយក្រោកឈរ ឡើង ប្រយុទ្ធប្រឆាំង និង យួនឈ្លានពានលេបទឹកដី។
