Food sent from foreign countries to the authorities in Phnom Penh had not been reaching hungry Cambodians. Food sent across the border from Thailand had been reaching Cambodians, but it had also reaching the Khmer Rouge.
ស្បៀងអាហារត្រូវបានផ្ញើមកពីបណ្ដាលប្រទេសដ៏ទៃទៅកាន់អាជ្ញាធរដែនដី នៅទីក្រុងភ្នំពេញគឺហាក់មានភាពមិនគ្រប់គ្រាន់សម្រាប់ជនទុរភិក្សកម្ពុជា។ ស្បៀងអាហារដែលផ្ញើមកដោយឆ្លងកាត់ព្រំប្រទល់ពីប្រទេសថៃមក ទើបអាច ផ្គត់ផ្គង់ដល់ជនទុរភិក្សបានគ្រប់គ្រាន់ ប៉ុន្ដែស្បៀងអាហារ ទាំងនោះក៏បានធ្លាក់ទៅដល់ដៃ ប៉ុល ពត។
