Preap Kim Sorn aka Mann, commander of Battalion, Division 920, confessed that in April 1976, his network and Heng, Deputy Chief of Company Politics, Battalion 912, Division 920, was ordered by Say to transport 15 truck-loaded weapons from Vietnam. In May 1976, Say called upon Heng to attend the meeting and receive the plans to expand ricefields to increase rice and to steal rice regime of soldiers. In July 1976, Heng received Mann's plots to build up forces to be integrated into the Free Khmer orgnization.
ព្រាប គឹមស៊ន ហៅម៉ាន់ ជាបញ្ជាការ វរសេនាតូច កងពល ៩២០ បានឆ្លើយពីឈ្មោះ ហេង អនុនយោបាយអនុសេនាធំ កងវរសេនាតូច ៩១២ កងពល ៩២០ថាៈ នៅខែ៤-១៩៧៦ សយបានចាត់តាំង ហេងនិងបក្ខពួកឱ្យទៅដឹកអាវុធចំនួន ១៥ឡាន ពីប្រទេសវៀតណាម។ ខែ៥-១៩៧៦ សយ បានហៅហេងទៅប្រជុំ ដាក់ផែនការឱ្យលួច ពង្រីកដីស្រែធ្វើស្រូវ លួចរបបអង្កររបស់ យុទ្ធជន។ ខែ៧-១៩៧៦ ហេង បានទទួលផែនការពីម៉ាន់ឱ្យកសាង កម្លាំងបញ្ចូលក្នុងអង្គការ ខ្មែរសេរី។
