During the first session of the Paris Conference in August 1989, Japan chaired reconstruction commission of this conference. Tokyo announced its intension to convene an international conference on the reconstruction of Cambodia.
នៅក្នុងសម័យប្រជុំជាលើកដំបូងរបស់សន្និសីទទីក្រុងប៉ារីសកាលពីខែសីហា ឆ្នា១៩៩៩ ប្រទេសជប៉ុនគឺជាប្រធានគណៈកម្មាការកសាងឡើងវិញនូវ សន្និសីទលើកនេះ។ ទីក្រុងតូក្យូ ក៏បានប្រកាសពីគោលបំណងដែលខ្លួន ធ្វើកិច្ចប្រជុំសន្និសីទអន្ដរជាតិស្ដីពីនយោបាយស្ដីពីការស្ថាបនាប្រទេស កម្ពុជាឡើងវិញ។
