On 15 April 1979, the Kampuchea People's Revolutionary Council of the People's Republic of Kampuchea issued instructions specifying that those who had committed crimes against the people under the previous regime should be tried.
នៅថ្ងៃទី១៥ មេសា ១៩៧៩ ក្រុមប្រឹក្សាបដិវត្ដន៍ប្រជាជនកម្ពុជានៃសាធារណរដ្ឋប្រជាមានិតកម្ពុជាបានចេញសេចក្ដីណែនាំបព្ជាក់ថា អ្នកដែលបានប្រព្រឹត្ដឧក្រិដ្ឋកម្មប្រឆាំងនឹង ប្រជាជនដែលនៅក្រោមរបបមុនគួរតែត្រូវបានកាត់ទោស។
