While Hanoi successfully ousted the Pol Pot regime from Phnom Penh. it had difficulty in finding enough competent and reliable men to run a puppet government. A group of Khmer Rouge defectors leaded by Heng Samrin gained belief from Vietnam. In order to change its intermational image from that of a Vietnamese puppet, the Heng Samrin led group elected some former Sihanoukists to their government.
នៅពេលដែលហាណូយបានធ្វើការបណេ្ដញរបបប៉ុល ពត ចេញពីភ្នំពេញបានសមេ្រចហើយ វាមានភាពពិបាកបន្ដិចបន្ទួចក្នុងការស្វែងរកសមត្ថកិច្ច និងអ្នកដែលយើងអាចទុកចិត្ដបានក្នុងការគ្រប់គ្រងរដ្ឋាភិបាលអាយ៉ង។ ក្រុមខ្មែរក្រហមមួយក្រុមដែលរត់ចោលស្រុក ស្ថិតនៅក្រោមការដឹកនាំដោយ ហេង សំរិន ត្រូវទទួលបានការទុកចិត្ដពីវៀតណ។ ដើម្បីធ្វើកការផ្លាស់ប្ដូរអ្វីៗដែលដូចអន្ដជាតិពីអាយ៉ងវៀតណាម ហេង សំរិន ដែលដឹកនាំក្រុមបានជ្រើសរើសមនុស្សមួយចំនួនដែលជាអតីតកងទ័ពសីហនុចូលមកក្នុងរដ្ឋាភិបាលរបស់ខ្លួន។
