At the beginning of the discussion, the sub-commission focused attention on the final report on the question of prevention and punishment of the crime of genocide. This report was prepared and introduced by the special Rapporteur, Benjamin whitaker, expert member from UK.
នៅពេលចាប់ផ្ដើមកិច្ចពិភាក្សាអនុកម្មាធិការបានផ្ដោតការយកចិត្ដទុកទៅលើ ឯកសារចុងក្រោយនៃកម្រងសំណួរអំពីការបង្ការនិងដាក់ទណ្ឌកម្មទៅលើ ឧក្រិដ្ឋកម្មប្រល័យពូជសាសន៍។ ឯកសារនេះ ត្រូវបានរៀបចំនិងត្រូវបាន បង្ហាញឡើងដោយអ្នករាយការណ៍ពិសេស ប៊េចាមីន វីតាហ្គ័រ ដែលជាអ្នក ជំនាញមកពីចក្រភពអង់គេ្លស។
