The principle of US responsibility for all American children in Vietnam was now firmly established. But the United States and Vietnam had not yet worked out a mutually acceptable mechanism for handling the emigration of the seven thousand or more children who had said they wanted to leave.
គោលការណ៍របស់សហរដ្ឋអាមេរិត្រូវបានបង្កើតឡើងយ៉ាងតឹងរឹងហើយ មានទំនួលខុសត្រូវខ្ពស់សម្រាប់កូនកេ្មងដែលជាកូនកាត់អាមេរិកទាំងអស់ ដែលរស់នៅក្នុងប្រទេសវៀតណាម។ ប៉ុន្ដែសហរដ្ឋអាមេរិកនិងវៀតណាម មិនទាន់បានសាកល្បងទៅលើយន្ដការដែលអនុលោមឡើងសម្រាប់គ្រប់គ្រង ទៅលើការជម្លៀសកូនកេ្មងដែលមានប្រមាណជាង៧ពាន់នាក់រឺចំនួនច្រើន ជាងនឹងទៅទៀតជាក់ស្ដែងទៅតាមចំនួនអ្នកដែលមានបំណងចង់ភៀសខ្លួន។
