ASEAN was making the first moves toward trying to stop Vietnam's push into Cambodia. The two-day meeting bewteen the Prime Ministers of Thailand and Singapore could well mark the initial stages of ASEAN's own diplomatic offensive in response to Vietnam's push deeper into Cambodia.
