David Hawk talked in his statement about the weakness of Genocide convention the first major weakness is the inadequacy of the intent doctrine even where the facts-the destruction, in whole or in part, of a racial, or nayional group-are not in doubt. The second weakness is the tack of an optional protocol for the in clustion of " political group" in the Genocide convention.
ដេវីដ ហក បាននិយាយថ្លែងការណ៍អំពីអនុសញ្ញាដែលស្ដីពីភាពទន់ខ្សោយនៃ ប្រល័យពូជសាសន៍ដែលចំណុចសំខាន់នៃភាពទន់ខ្សោយនោះគឺភាពខ្វះខាត ចន្លោះនៃគោលបំណងសាសនាមិនថាទីណារងការបំផ្លិចបំផ្លាញទាំងមូល ឬតាមផ្នែកខ្លះៗនៃជាតិសាសន៍រឺក្រុមជាតិសាសន៍ដែលគ្មានភាពសង្ស័យ។ ភាពទន់ខ្សោយទី២នោះគឺគ្រប់ស្នៀតនៃពិធិការត្រូវធ្វើតាមចិត្ដសម្រាប់ «ក្រុមអ្នកមយោបាយ»នៅក្នុងសន្និសីទប្រល័យពូជសាសន៍។
