To associate all the conflict parties so as to bring an end to both military activities and foreign interference, and to create a neutral political environment in which free and fair elections could be held, this was the basic philosophy of the provisions which had been adopted by the Paris Agreement.
ដើម្បីផ្សាភ្ជាប់នូវគូភាគីជម្លោះទាំងអស់ដូចទៅនឹងការនាំយកដើម្បីបញ្ចប់ សកម្មភាពយោធាទាំងសងខាងព្រមទាំងដើម្បីបញ្ចប់ការជ្រៀតជ្រែកពី សំណាកបរទេសដើម្បីបង្កើតឱ្យមាននូវនយោបាយអព្យាក្រឹត្យក្នុងការរៀបចំបោះឆ្នោតដោយសេរីនិងយុតិ្ដធម៌ដែលជាទស្សនមូលដ្ឋានគោលនៃបទប្ប ញ្ញាតិដែលមានអនុម័តដោយកិច្ចព្រមព្រៀងទីក្រុងប៉ារីស។
