In order to ensure a neutral political environment conducive to free and fair election, administrative agencies, bodies and offices which could directly influence the outcome of elections should be placed under direct UN supervision or control.
ដើម្បីឱ្យកាន់តែច្បាស់ពីបរិស្ថាននយោបាយអព្យាក្រឹត្យដោយត្រូវធ្វើការបោះ ឆ្នោតដោយសេរីភាព និងយុត្ដិធម៌ ការិយាល័យភ្នាក់ងាររដ្ឋបាល និង ការិយាល័យ រចនាសម្ព័ន្ធរដ្ឋបាល ដែលនឹងជះឥទ្ធិពលដោយផ្ទាល់ទៅលើ លទ្ធផលនៃការបោះឆ្នោត មិនតែប៉ុណ្ណោះគួរដាក់ការត្រួតពិនិត្យ មើលនិង គ្រប់គ្រងដោយផ្ទាល់ ពីអង្គការសហប្រជាជាតិ។
