បើតាមសម្ដីរបស់ កាស៊ី នៅ បាននិយាយថា ការអំពាវនាវនេះត្រូវតែ បង្កើតឡើងដោយសារតែ «យើងទាំងអស់គ្នាបានដឹងថាសហគមន៍អន្ដរជាតិ អាចនឹងចូលរួមជាមួយនឹងជនណាមានបំណងចង់ទាត់ចោលនូវការត្រឡប់ របស់ក្រុមខ្មែរក្រហមដែលចង់មកគ្រប់គ្រងលើប្រជាជនកម្ពុជា» ។
