A complete Vietnamese withdrawal from Kampuchea was a prerequisite to any settlement of that country's problem. Foreign Minister of China, Huang Hua, told Japanese Foreign Minister, Massayoshi Ito, that Hanoi would have to remove all its military forces from Kampuchea before a political settlement could be discussed on the basis of the UN General - Assembly resolution of October 22, 1980.
ក្រោយពីការដកចេញនូវក្រុមទាហានវៀតណាមពីកម្ពុជារួចហើយគឺជាតម្រូវការជាមុនដែលទាក់ទងទៅនឹងការសងសំណងនៃបព្ហានៅក្នុងប្រទេសនោះ។ រដ្ឋមន្ដ្រីការបរទេសចិន ហ៊័ង-ហួរ បានប្រាប់ទៅរដ្ឋមន្ដ្រីការបរទេសជប៉ុន ម៉ាសាយួស៊ី អ៊ីតូថាហាណូយ នឹងត្រូវលើថ្នាក់មូលដ្ឋាននៃមហាសន្និបាតរបស់អង្គការសហរប្រជាជាតិបានដោះស្រាយនៅខែតុលា ថ្ងៃទី២២ ឆ្នាំ១៩៨០។
