The Communist Party of Cambodia since 1970 had maintained a policy of having prison facilities in all districts under its control. Since April 1975, they had expanded such facilities to the Dambon level.
បក្សកុម្មនិស្ដកម្ពុជាចាប់ពីឆ្នាំ១៩៧០ បានគាំពារគោលនយោបាយមួយគឺត្រូវឱ្យសម្ភារៈឧបករណ៍ក្នុងគុកក្នុងស្រុកទាំងអស់ស្ថិតក្រោមការគ្រប់គ្រងរបស់ខ្លួន។ ចាប់ពីខែមេសា ១៩៧៥ មកពួកបានពង្រីកការគ្រប់គ្រងសម្ភារៈឧបករណ៍ទាំងនេះទៅកាន់ថ្នាក់តំបន់។
