President Carter said on 21th April 1978 that Cambodia's Communist government was inhuman and the world's worst violator of human rights. He added that, "American cannot avoid the responsibility to speak out in condemnation of the Cambodian government, the worst violator of human rights in the world."
ប្រធានាធិបតី ខាទ័រ បាននិយាយកាលពីថ្ងៃទី២១ ខែមេសា ឆ្នាំ១៩៧៨ ថារដ្ឋាភិបាលកុម្មុយនិស្ដកម្ពុជាពិតជាមនុស្ស និងជាអ្នករំលោភបំពានសិទ្ធិមនុស្សដ៏សាហាវបំផុតនៅលើពិភពលោក។ គាត់បានបន្ថែមទៀតថា ឪអាមេរិកកាំងមិនអាចគេចចេញពីទំនួលខុសត្រូវក្នុងការនិយាយប្រឆាំងថ្កល់ទោសរដ្ឋាភិបាលកម្ពុជាដែលអ្នករំលោភសិទ្ធិមនុស្សដ៏សាហាវជាងគេបំផុតនៅលើពិភពលោកឡើយ។
