The main obstacle the implementation of UNTAC's mandate since its establishment in Cambodia on 15 March 1992 was the refusal of one of the parties, Democratic Kampuchea, to meet to obligation it assumed in signing the Paris Peace Conferences.
ឧសគ្គចម្បងក្នុងការអនុវត្ដន៍នៃអាណត្ដិរបស់ អ៊ុន តាក់ ចាប់តាំងពីបង្កើត ឡើងក្នុងប្រទេសកម្ពុជានៅថ្ងៃទី ១៧ មិនា ឆ្នាំ១៩៩២ គឺមានការ បដិសេធ នៃភាគីណាមួយទៅកាន់កម្ពុជាប្រជាធិបតេយ្យ ដើម្បីបំពេញ នូវកាតព្វកិច្ចខ្លួន ដែលសម្មត់នៅក្នុង សន្និសីទសន្ដិភាពទីក្រុងប៉ារីស។
