Chhun Chay, working in small cell, division 170, confessed that after the Angkar had arrested the superiors, he [Chay]linked with Khiev Tuon's network. In July 1976, Tuon set up plans to give up own properties through the party guideline in order to conceal his traitorous activities. In August 1976, Khiev Tuon conspired with Chay to set up plans to train soldiers becoming them to be quickly in removing them from one place to another. Moreover, [Tuon and Chay]took chance to train troops every night when the alarm was bellowed. Tuon introduced Chay to assign Yel Noeun to make contact with the main base at Kraol Ko in order to prepare a new plot.
ឈុន ចយ កងតូច កងពល១៧០ បាននិយាយថា ក្រោយពេល ដែលអង្គការចាប់មេៗមក ខ្លួនបានទៅភ្ជាប់ខ្សែជាមួយ ខៀវ ទួន។ នៅខែ៧-១៩៧៦ ទួន បានលើកផែនការណ៍ជំរុះ សម្ភារៈតាមមាគ៌ា របស់បក្សដើម្បីលាក់មុខមាត់ក្បត់របស់ខ្លួន។ ខែ៨ ១៩៧៦ ខៀវ ទួន បានលើកផែនការណ៍ជាមួយ ចយ ហ្វឹកហ្វឺនទ័ពអោយរហ័សក្នុង ចល័តប្ដូរកន្លែង ហើយបានប្រកាសភាពអាសន្ន ពេលយប់ដើម្បីឆក់ ឱកាសដំណើរការហ្វឹកហ្វឺនទ័ពរៀងរាល់យប់។ ទួន បានណែនាំអោយ ចយ ចាត់តាំងឈ្មោះ យឹុល នឿន ទៅទាក់ទងមូលដ្ឋានបង្អែកនៅ ក្រោលគោដើម្បីរៀបចំផែនការណ៍ថ្មី។
