in April 1976 Khieu Samphan replaced Sihanouk as head of state, becoming president of the new DK state presidium (BK, PPR, p. 328) ~ at October 9, 1975 meeting of the Standing Committee, Samphan was placed "in charge of the Front and the Royal Government" (BK, PPR, p. 100)

On May 18, 1975, Samphan travelled to Ho Chi Minh City to participate in Vietnam's victory celebration in his capacity as president of the "Cambodia-Vietnam Friendship Association" (BK, PPR, p. 105) ~ addressed a mass meeting in Phnom Penh on the second anniversary of the Khmer Rouge victory (BK, PPR, p. 204) ~ in August 1975, Samphan visited China and signed a joint communique pledging "common struggle" against "colonialism, imperialism, and hegemonism" (BK, PPR, p. 128) ~ Khieu Samphan addressed the meeting of the Cambodian People's Representative Assembly on April 11, 1976 (BK, PPR, p. 326-327) ~ In late 1975, he presided over political education courses for Cambodians returning home (BK, PPR, pp. 147-151)
