The CDC sought clarification from representatives of the Ministry of Justice. Mr Chhem Snguon, vice minister of justice, explained that the 1982 law granting citizens the right to sue government officials who had abused their power was aimed at ensuring an effective democratic control by the people over government official wrongdoings.
