David Hawk wrote a letter to Cambodian Foreign Ministry to ask for permission to conduct a press conference in order for Mr. Dith Pran and Mr. Haing Ngor to appeal to Cambodians not to seek personal revenge but demand that the new government following the elections conducted a tribunal against the leaders of the Khmer Rouge.
