Summary / Abstract :

The commission had supported the right of the Cambodian people to self-determination following the invasion of that country by Vietnam. More than six years after that invasion and the installation of a puppet regime, 170,000 Vietnamese troops were still in the country, and credible observers reported that at least half a million Vietnamese civilians had more into Cambodia as permanent settlers.
