Pol Pot remained safe in Thailand backed by massive Chinese and Thai aid. His army was well nourished, armed and active. No one in Kampuchea had a chart of the country's sewerage network. Plans were lost during Pol Pot's regime and those who worked on the system either died or disappeared.
