The information gathered from Sou Loy and Sou Lieb, who agreed with the information obtained from the local forces, revealed that the names of the leaders of the movement were Ouk Phat and another person called Sy (a friend of At); Phuong, a military officer, was also a leader who urged his followers to attack the cooperatives. Other group members included 1) Kheng (from Phnom Penh), 2)Phos (a teacher from Phnom Penh), 3) Nhab (from Takeo), and 4) Khly (from Phnom Penh). The five-year plan was to dismantle the cooperatives and get weapons from Vietnam and Siam to topple the revolution.
