Yung Chrorn aka Hakk in battalion, division 502 and Preap Kim Srorn aka Mann in battalion, division 920 confessed that in 1974, Mon introduced Thy so that it was easy for them to connect with each other to take action. Thy was a White Khmer in Chhin's network, division 920. In May 1975, Thy got plan from Say and Chhin to equip modern weapons to White Khmer in division 920. In November, 1975, he got another plan, which was to declare party-attacked plan in 1977 and to gather weapons and food. There was also a plan to construct road from Sok San to Vietnam so that they could transport weapons to Sok San. In August 1976, Chhin put plan for Thy to implement, which was to build up White Khmer forces and to collect more foodstuffs.
យុង ជ្រន ហៅ ហាក់ ជាវរសេនាតូចកងពល ៥០២ និង ព្រាប គឹមស្រ៊ន ហៅ ម៉ាន់ ជាវរសេនាតូច កងពល ៩២០ បានឆ្លើយថា ឆ្នាំ១៩៧៤ ម៉ុនបានឧទេ្ទសនាមធី អោយម៉ុន ដឹងដើម្បីអោយ ទាក់ទងគ្នាធ្វើសកម្មភាព ធីជាខ្សែខ្មែរសេរីនៅក្នុងខ្សែរបស់ឈិន កងពល ៩២០។ ខែ៥-១៩៧៥ ធីបានទទួលផែនការពីសយ និងឈិន ដោយបំពាក់អាវុធទំនើបៗ ដល់ខ្មែរសេរីនៅកងពល ៩២០។ នៅខែ១១-១៩៧៥ បានទទួលផែនការម្ដងទៀតដោយ ប្រកាសផែនការវាយបក្ស ឆ្នាំ១៩៧៧ ប្រមូលអាវុធ និងស្បៀង។ ធ្វើផ្លូវពីសុខសាន ទៅប្រទេសវៀតណាម សំរាប់ដឹកអាវុធអោយ ដល់សុខ សាន។ ខែ៨-១៩៧៦ ឈិនដាក់ផែនការអោយ ធី អនុវត្ដគឺ កសាងកម្លាំងខ្មែរសេរីថែម ប្រមូលស្បៀង អោយបាន ច្រើន។
