Vy Voeut, had 7 networks called Peou, Duong Sochom, Chhak Yoeun, Vakk Vey, Vakk Phlam, Chy Heng, and Yoeung, combatants of Kampong Som railroad repairing unit, who had joined the army in military strategic training headquarter in 1973, and was under the control of Dim, a combatant of railroad unit. Moreover, Voeut, induced his networks to work as guerrillas, who stole something and forcibly recruited people as soldiers.
