Kampucheans had reportedly been the victims of severe human rights abuses not only in Kampuchea and not only at the hands of Kampuchean and Vietnamese authorities. Kampucheans who had fled to Thailand since 1979 had also been the victims of sever violations committed by Thai military.
តាមដែលដឹងមកថាជនជាតិកម្ពុជាធ្លាប់ជាជនរងគ្រោះនៃការរំលោភបំពាន ទៅលើសិទិ្ធមនុស្សមិនត្រឹមតែនៅក្នុងប្រទេសកម្ពុជាតែប៉ុណ្ណោះទេ និង មិនត្រឹមតែនៅក្នុងកណ្ដាប់ដៃរដ្ឋាភិបាលកម្ពុជា និងនៅក្នុងសិទ្ធិអំណាច របស់វៀតណាម។ ជនជាតិកម្ពុជាដែលបានភៀសខ្លួនទៅប្រទេសថៃ តាំងពីឆ្នាំ១៩៧៩ ក៏ធ្លាប់ជាជនរងគ្រោះនៃអំពើរំលោភបំពាននោះដែល ប្រព្រឹត្ដិឡើងដោយកងយោធាថៃ។
