According to the CIA forces' confession being arrested by the Angkar mentioned that the CIA plan was to fight from the Vietnamese border, region 25, the Thailand border, the sea border, and internal CIA forces, who provoked turmoil and attacked militiamen in districts and regions in order to seize Cambodia or to destroy the revolution.
