This document records the events and activities of April 17, 1975. It describes the actions of the Khmer Rouge troops, the targets and entry of the Khmer Rouge party into Phnom Penh, and their plan to evacuate the population from the city using the Central Market (Phsar Thmei Market) as the central reference point specifying which destinations people on each side of the market were to be evacuated toward.
The Khmer Rouge cited several reasons for ordering the evacuation from Phnom Penh: Angkar (the Party Organization) needed to purge enemies; restructure society in accordance with the Party's principles; fulfill its duty to protect lives and secure the city; and act on foreknowledge that American enemies and their lackeys were preparing to destroy our city using even larger aircraft than before. ឯកសារនេះបានសរសេរពីសកម្មភាពនៃព្រឺត្តិការណ៍ថ្ងៃ១៧ ខែមេសា ឆ្នាំ១៩៧៥។ ក្នុងឯកសារបានរៀបរាប់ពីសកម្មភាពរបស់កងទ័ពខ្មែរក្រហម មុខសញ្ញាបក្សខ្មែរក្រហមចូលទីក្រុងភ្នំពេញ ផែនការរបស់ខ្មែរក្រហមក្នុងការជម្លៀសប្រជាជនចេញពីទីក្រុងភ្នំពេញដោយយកផ្សារធំថ្មីធ្វើជាចំនុចគោល រួចហើយប្រជាជននៅទិសខាងណានៃផ្សារធំថ្មី ត្រូវជម្លៀសទៅគោលដៅណា?។ មានហេតុផលមួយចំនួនដែលខ្មែរក្រហមកំណត់ឱ្យចេញពីក្រុងភ្នំពេញគឺ អង្គការបក្សត្រូវការបោសសម្អាតខ្មាំង រៀបចំឱ្យសមស្របតាមគោលការណ៍អង្គការបក្សកំណត់ អង្គការបក្សត្រូវមានតួនាទីការពារអាយុជីវិត និងការពារទីក្រុងឱ្យគង់វង់ អង្គការបក្សដឹងមុនថា មានខ្មាំងអាមេរិកាំង និងបរិវារ រៀបចំកម្ទេសទីក្រុងរបស់យើងដោយប្រើយន្តហោះធុនធំៗជាងមុន។
