Ros Seam aka Song, secretary of regiment 13, division 310, confessed that in November 1975, Chea joined the meeting with Oeun in order to assess the result of carrying out the plot, which had been executed, and to raise about new plot for the future. The meaning of the meeting was to build up the Kampuchean Communist Party's forces of the new state, to collect foodstuff and weapon for preparing to fight the Party, to investigate the revolutionary circumstances around Phnom Penh and the leading apparatus's residences, and to keep the confidential information secretly. In 1975, Chhan assigned Chea to lead 6 combatants to frighten the people living in Baset mountain by shooting into the air, to persuade them to travel freely, and to spread out the debauched morality to the people's children so as to break down the revolutionary influence.
រស់ ស៊ាម ហៅ សុង លេខាវរសេនាធំ១៣ កងពល៣១០ បាន ឆ្លើយថា នៅខែ១១-១៩៧៥ ឈ្មោះជា បានចូលរួមប្រជុំជាមួយ ឈ្មោះអឿន ដើម្បីពិនិត្យលទ្ធផលកុ្នងការអនុវត្ដផែនការក្បត់កន្លងមក និងលើកទិសដៅក្បត់ថ្មីទៀតទៅអនាគត។ ខ្លឹមសារគឺកសាងកម្លាំង បក្សកុម្មុយនិស្ដកម្ពុជារដ្ឋថ្មី ប្រមូលសម្ភារៈត្រៀមអាវុធស្បៀង វាយបក្ស ពិនិត្យសភាពការបដិវត្ដជុំវិញភំ្នពេញ និងទីតាំងរស់នៅ របស់ក្បល់ម៉ាស៊ីនដឹកនាំ និងលាក់ការណ៍សម្ងាត់ឱ្យជិត។ នៅឆ្នាំ១៩៧៥ ឆនបានចាត់តាំង ជាឱ្យនាំយុទ្ធជន ៦នាក់ទៅបាញ់ បង្អើលប្រជាជននៅភំ្នបាសិត នាំយុទ្ធជនដើរហើរសេរី ទាក់ទង សីលធម៌ពាលាអាវ៉ាសែជាមួយកូនប្រជាជន ដើម្បីបំផ្លាញ ឥទិ្ធពលបដិវត្ដ។
