Makk Pheng, chief of brick factroy A-3 squad, confessed that after April 17, 1975 Chhay was evacuated to Po Ban sub-district, Koh Thom district, region 25, and worked as a revolutionary betrayer. Chhay agreed to carry out anti-revolutionary activities and was assigned to incite the people to attack the revolution strongly by Makk Pheng and Chhay.
ម៉ក់ ផេង មេពួករោងចក្រឥដ្ឋ អ-៣ បានសារភាពថា ឈ្មោះឆាយ ក្រោយថ្ងៃទី១៧-៤-១៩៧៥ ជម្លៀសទៅនៅឃុំពោធិបាន ស្រុក កោះធំ តំបន់២៥ បានក្បត់បដិវត្ដ ហើយយល់ព្រមធ្វើសកម្មភាព ប្រឆាំងបដិវត្ដ ដោយមានការអប់រំពី ម៉ក់ ផេង បន្ទាប់មក ឆាយ ក៏ចាប់ឃោសនា ប្រជាជនឱ្យប្រឆាំងនិងបដិវត្ដកាន់តែខ្លាំង។
