Ly Hai, soldier of Salt Field, confessed that in 1975, Chem, soldier of Salt Field, attended the meeting and received Region 25 Chief Ta Sok's advice to subvert the construction of water wheels by means of disrupting and damaging the process. Chem failed to properly fix the machines, spoiling 21 sacks of cements.
