Nhik Chhon aka Hang, deputy chief of region 41 security unit, confessed that Chhan, secretary of Pha-av sub-district, Batheay district, was a traitorous network of Dek aka Poul. Until April 1974, Dek aka Poul invited Chhen and other networks to join the meeting and received the traitorous plan. The traitorous plan was to set up the exchange labor group, to be against cooperative establishment, to send militiamen and soldiers to hide themselves in military units in order to convince combatants to turn back their villages, and to pull big houses down and re-build them to be same and small houses in order to cause farmers to have conflict with the revolution and flee to the enemy.
ញឹក ឆុន ហៅ ហង់ អនុប្រធានសនិ្ដសុខ តំបន់៤១ បានសារភាព ថា ឈ្មោះឆេន លេខាឃុំផ្អាវ ស្រុកបាធាយ ជាមហាជនក្បត់របស់ ឈ្មោះដែក ហៅ ពូល។ ដល់ខែ៤-១៩៧៤ ពូលបានហៅ ឆេន និងបក្សពួកទៅប្រជុំទទួលផែនការក្បត់ គឺចាត់តាំងក្រុមប្រវ៉ាស់ដៃ កុំឱ្យចាត់តាំងជាសហករណ៍ បញ្ជូនពួកស្វាយត្រាណនិងទាហានឱ្យចូលកុ្នង អង្គភាពយោធា ដើម្បីឱ្យពួកនេះបំផុសយុទ្ធជន យុទ្ធនារីរត់មក ក្រោយវិញ។ រុះផ្ទះធំៗ មកសង់ឱ្យតូចប៉ុនៗគ្នាដើម្បីកសិករលើក ទំនាស់ និងបដិវត្ដឈានទៅរត់ចូលខ្មាំង។
