ឃ្លោក សយ សមាជិកមន្ទីរយានដ្ឋាន បានឆ្លើយថា ឈ្មោះឈិន អនុប្រធានសង្កាត់កំពង់ថ្ម ខេត្ដកំពអ់ធំ ក្នុងឆ្នាំ១៩៧២ បាន ចាត់តាំងអោយសយ មកបង្កប់ក្នុងជួរបដិវត្ដ ធ្វើសកម្មភាពឃោសនា បំបែកបំបាក់ និងកសាងកម្លាំងក្បត់។
