Sam Chhoeun aka Pheng, secretary of Regiment 12, Division 310, confessed that in late 1975, he looked for rice seeds in Baray District. At that time, he met with Chan, secretary of District. From then on, Pheng continued contacting Chan because of the fact that Chan was his network. Moreover, with the help of brother Khuon, Khuon indoctrinated [Chan]with the guideline of the new party to facilitate the attack on the Kampuchean Communist Party.
ឈ្មោះសំ ឈឿន ហៅ ផេង លេខាវរសេនាធំ ១២ កងពល ៣១០ បានសារភាពថាៈ នៅចុងឆ្នាំ១៩៧៥ ខ្លួនបានទៅរកពូជស្រូវ នៅស្រុកបារាយណ៍ពេលនោះខ្លួនក៍បានជួបចន នាទីជាលេខាស្រុក។ បន្ទាប់មក ផេងបានធ្វើការទាក់ទងជាមួយចន ជាបន្ដបន្ទាប់ដោយដឹង ថាចន ជាខ្សែរបស់ខ្លួន ហើយមានបងឃួន អប់រំឱ្យក្ដាប់មាគ៌ាបក្សថ្មី ដើម្បីដំណើរការវាយបក្សកុ្មុយនិស្ដកម្ពុជាវិញ។
